He was born in 1953 in Siemiatycze. He was appointed International Ombudsman in Kosovo on 11 July 2000 by the Special Representative of the UN Secretary-General. From March 1993 to the end of October 1999, he was the Polish judge of the European Commission of Human Rights in Strasbourg, including from December 1997 to November 1998 the vice-chairman of one of its two Chambers. N nFrom 1982, during martial law in Poland, he was a commentator on the independent press as well as an adviser and collaborator on various structures of underground Solidarity. At the same time, together with several other people, he established the Helsinki Committee in Poland. He co-authored reports of this Committee on the situation of human rights in Poland announced underground, including a report on Poland under martial law, published in early 1983. for the CSCE conference in Madrid. In the years 1989–1991 he was a spokesman for the Committee. Due to human rights activities, he was deprived of the right to practice the profession of lawyer until 1987. nIn the years 1990 to 1993 he was a member of the Executive Committee of the International Helsinki Federation for Human Rights (IHF) based in Vienna, and from 1992 to 1993, he served its president. He participated in IHF missions in Romania, Bulgaria and Albania. NIn 1990 he founded the Human Rights Commission at the NRA, and then he was its chairman for many years (until 2000). NMarek Antoni Nowicki is a co-founder of the Helsinki Foundation for Human Rights, and in the years 2003 - 2008 its president). From 2014 he is the chairman of the Council of this Foundation. nHe was a member of the Council of the Institute of Human Rights of the International Bar Association of New York (HRI IBA), the Advisory Board of the European Center for Roma Rights in Budapest and the International Center for Legal Protection of Human Rights (INTERIGHTS) in London. nHe was one of " eminent lawyers "appointed by the Parliamentary Assembly of the Council of Europe to assess the legal situation and protect human rights in Moldova (1994) and Azerbaijan (1997). In the years 2000–2001 he was a member of the Committee of Special Advisers to the Committee of Ministers of the Council of Europe in matters of compensation for human rights violations. In 1996 and 1998 the Council of Europe appointed him an expert on human rights in the process of assessing the compliance of the legal system of Georgia and Russia with the standards of the European Convention on Human Rights. NIn 2000 - 2005 he was the international ombudsman of Kosovo on behalf of the UN. At the same time, in the years 2003–2006, he was a Polish member of the European Union's Network of Independent Experts on Fundamental Rights by the nomination of the European Commission. From 2007 he is a member of the UN Advisory Commission on Human Rights in Kosovo and its chairman from the beginning. Is a member of the Chapter of the Human Rights Award of the Parliamentary Assembly of the Council of Europe Vaclav Havel and the Award Committee Edward J. Wende (as the winner of this award for 2008). Author of many books (including commentary on the European Convention on Human Rights: "Around the European Convention") and articles on human rights published in Poland and abroad. In the country he published, among others in: "Rzeczpospolita", "Tygodnik Powszechny", "Prawie i Życie", "Nowy Świat", "Gazeta Prawna". He cooperates with the weekly "Kurier Podlaski - Głos Siemiatycz". In 1995 decorated with the Meritorious Advocate badge and in 2009 by President Lech Kaczyński Officer's Cross of the Order of Polonia Restituta.
